Applicants will be selected at the GS-07 or GS-09 grade level. The following duties are performed at the GS-11 full performance level: This position is located in the Technical Division, within the Surface Operations Department of the Naval Supply Systems Command (NAVSUP) Weapons Systems Support. The mission is to provide life-cycle technical support of equipment to ensure the configuration is accurate to facilitate superior supply support throughout a weapon systems/platform life cycle. The incumbent provides technical support expertise of equipment to provide optimum supply support.
The incumbent: reviews technical data, drawings and specifications to determine Acquisition Method Coding and researches sources of manufacture. Provides technical input and guidance to Program Offices before and during early Acquisition Milestones in the form of Provisioning Guidance Conferences (PGCs) as well as with issues related to the assigned Weapon Systems Support Teams. Additionally, in support of NAVSUP-WSS PSICP role, incumbent reviews Defense Logistics Agency (DLA) requests for positive item identification and material condition, and assists in determinations of technical acceptability relevant to alternate proposals.
Also, the incumbent provides a full range of provisioning and reprocurement support for Equipments and/or Systems managed by the Weapon System Team assigned. He/she responds to workload technical referrals (pre and post award) by performing technical research for items of supply. Lastly, the employee performs special assignments tasked by the Integrated Weapon System Support Team (IWST) program manager concerning all aspects of provisioning and supply support.
Position Duties/Responsibilities
Re-Procurement Team members:
-Define the functional, security, and quality requirements for NAVSUP WSS items of supply, and provide certain documents related to these requirements
-Participate in market research and source development efforts for sustainment of Navy items, in accordance with the requirements of the item and technical data available to the government
-Provide expert guidance and answers related to technical issues to other functional areas of WSS
-Act as an interface between WSS and external In-Service Engineering Activities (ISEAs) to ensure timely, quality responses to support requests
-Are effective at written and oral communication, both descriptive and persuasive
-Are able to understand and support the needs of the group at large, while giving proper focus to individual responsibilities
-May have a design or maintenance background, and familiarity with technical information and requirements such as engineering drawings and schematics, wiring diagrams, manufacturing processes and controls, and product testing
Provisioning Team Members:
-Conduct in a primary mission to input accurate supply and logistics data, in order to provide timely initial stock of support items to the using organizations prior to or concurrent with the delivery of new weapon systems/equipment
-Receive, review, and validate technical data used to identify and catalog every maintenance-significant part of a ship, engine, equipment, or support equipment end item
-Work with In-Service Engineering Activities (ISEA), Technical Support Activities (TSA), our internal NAVSUP Team members, other Navy personnel, and other outside agencies
-Act as a liaison between the ISEA/TSA, Navy and other outside agencies such as DLA and GSA to ensure the end user is able to acquire the correct support needed
-Act as a gatekeeper notifying customers of incomplete Provisioning Technical Data/provisioning related data and rejecting request when necessary
-Should be effective at written and oral communication
-Should be comfortable with leading small group discussions
-Are able to identify main ideas & key details from incoming requests
DLA Interface/Database Integrity Team Members:
-Provide back end support of NAVSUP business processes dealing with establishing/registering items of supply
-Interact with internal NAVSUP customers as well as other Navy, DOD, and outside agencies to resolve issues related to establishing/registering items of supply
-Provide guidance on DOD policies related to item establishment and management to internal/external customers
-Act as a gatekeeper of data quality and monitor our internal and external supply systems for data discrepancies/issues
-Create/work database integrity processes and projects to clean up current erroneous data and prevent future erroneous data
-Are effective at written and oral communication, both descriptive and persuasive
-Are able to understand and support the needs of the group at large, while giving proper focus to individual responsibilities
-May have a statistics/data background and familiarity with statistical/database software such as SAS, Microsoft Access
