The incumbent oversees the assets, manpower, and material resources providing operational expertise necessary to operate and maintain the contractor operated bulk fuel storage and distribution facility. The Fuel Division operates and maintains a strategic bulk fuel terminal geographically separated from FLC San Diego. The facility provides fuel and cryogenic services to the various squadrons’ operating in the Area of Responsibility (AOR). The Regional Fuels Officer/Deputy have responsibility for all fuels infrastructure projects, inspections, certifications, and specific operations at times to include taking tanks out of service. The Code 400 Site Director/Deputy and Fuels Site COR and or Supervisor have direct supporting relationships to the Code 700 Fuels Officer/Deputy for Fuel operations, technical advice etc. The incumbent is the Contractor Officer's Representative (COR) for the Alongside Aircraft Refueling Contract (AARC) and monitors Contractor’s day-to-day compliance with the Performance Work Statement (PWS) answerable to and under the supervision of the DLA Energy Contracting Officer. The incumbent also oversees and manages the overall Sustainment, Restoration, Modernization (SRM) and MILCON programs for the DLA Capitalized fuel facility. The incumbent is also the DLA appointed Property Administrator (PA) for DLA Energy responsible for overseeing the Contractor's inventory and accountability for the Defense Working Capital Fund (DWCF) and all Government Furnished Equipment (GFE). The incumbent also submits work order services through the Army Corps of Engineers Recurring Maintenace and Minor Repair (RMMR) for the Naval Air Station.
Position Duties/Responsibilities
The major duties of the position can be grouped into the following five categories: (1) Contract Officer's Representative (COR), (2) Fuel Operations, (3) Facility Maintenance, (4) Environmental Compliance, and (5) Administrative Management. Incumbent serves as the DLA appointed Fuel COR and is responsible for overseeing the contractor’s technical and administrative operations of the Fuel Division. The incumbent is responsible for overseeing Defense Logistics Agency (DLA) Energy fuels accounting. The division is Government Owned/Contractor Operated (GOCO). Incumbent oversees all operations to ensure efficient and economical fuel and cryogenic support is provided to authorized DoD units operating in the AOR; ensures the facility conducts its fuel operations and support in compliance with the policy and directives outlined in the DOD 4140.25-M Manual. Ensures personnel are qualified to operate the equipment, provide inventory management controls, and perform facility maintenance requirements.
