Position Description

This position is located within the Naval Supply Systems Command (NAVSUP) Weapon Systems Support (WSS), Engineering and Product Support Department, Hazardous Materials and Pollution Prevention Division in Mechanicsburg, Pennsylvania. The organization mission is to provide Environmental, Health, and Safety (EHS) data management and technical support for all supply aspects of NAVSUP’s Hazardous Material Control and Management (HMC&M) and Pollution Prevention Programs. The program supports the overall Department of Defense and Department of Navy (DON) environmental protection programs with emphasis on regulation compliance and hazardous material minimization.

Position Duties/Responsibilities

Data management Control The incumbent is responsible for creating and maintaining hazardous material master data and information for Navy afloat and ashore installations. The information is maintained in several Information Technology systems to include but not limited to Navy Enterprise Resource Planning (ERP), Department of Defense (DoD) Hazardous Material Information Resource System (HMIRS), Hazardous Inventory Control System (HICS), and the Hazardous Material Management Tool (HMMT). The information is necessary to support Navy wide hazardous material supply operations and ensure regulation compliance and hazardous materials minimization.

The incumbent will perform comprehensive product reviews to create supply and logistical information required for supply functions, environmental reporting and health and safety information. The incumbent uses a combination of documents, technical references, databases and calculations to interpret a product’s technical characteristics. Hazardous material (HM) data components include, but are not limited to, stock number assignments, cataloging characteristics (e.g., federal supply class, part number, vendor, unit of issue, shelf life, etc.), bill of material, super sessions, material extensions, shelf-life, authorized use list, ships hazardous material lists, chemical characteristics (e.g., chemical abstract service (CAS) number, concentration), physical characteristics (e.g., % volatile, pH, state of matter, flammability, reactivity, etc.) and lifecycle properties used for identification and storage compatibility (e.g., Special Material Content Code (SMCC), Hazardous Characteristics Code (HCC), product environmental sustainability attributes, and chemicals of concern).

The incumbent will develop and maintain written technical documentation for data management control. The incumbent will develop written materials and participate in the Change Control Board (CCB) to ensure data integrity. The incumbent's performance will be measured by data quality standards and metrics.

Program Technical Support The incumbent is responsible for providingIT system technical support for Navy afloat and ashore installation supply and logistics systems. The systems include but not limited to Navy ERP, DoD HMIRS, HICS, HMMT, Hazardous Materials Data Tool, and the MyNAVSUP web portal. The incumbent will provide technical support to afloat and ashore customers through written documentation, training sessions, responses to technical questions, data requests, systems testing, and performing system transactions. The incumbent will collaborate with customers to gain feedback and suggestions. Additionally, he/she will coordinate with enterprise business offices, programmers and systems managers to design systems, coordinate system changes, and test systems. The incumbent will participate in Hazardous material substitution and minimization projects. The projects will investigate supply hazardous material and/or pollution prevention issues. The incumbent will serve as a technical Subject Matter Expert on hazardous material data, systems, policy, processes, and procedures.

Customer Support The incumbent will provide customer support to HMC&M personnel and stakeholders. He/She will communicate with NAVSUP and Fleet personnel and program stakeholders on hazardous material program issues, IT systems, documentation, training and/or data. He/She will maintain and generate NAVSUP enterprise program metrics, analysis of data,and reports to identify issues or support program goals. The incumbent will participate in DoD, DON level working groups or meetings representing hazardous material data, supply, and/or pollution prevention programs. He/She will serve as a Subject Matter Expert on hazardous material data, sustainable procurement and/or IT systems. The incumbent will perform supply Hazardous Material Management Minimization Center (HAZMINCEN) transactions and functions for ashore sites and/or afloat. He/she will process manual and mass transactions in hazardous material management IT systems. The incumbent will perform on-site physical inspections of hazardous material at receipt and in storage locations. The incumbent is responsible to ensure that material is properly received, handled, stored, inspected, documented, and manifested/disposed of in compliance with applicable environmental regulations and safety requirements. He/She will interact and communicate with afloat and installation stakeholders and customers to ensure proper HAZMAT management procedures are followed.
