This position is located in Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC). BSC’s mission is to deliver information technology and information management solutions with specific emphasis on logistics and financial related products and services for the Navy, Department of Defense, other Federal agencies and international customers. Incumbent may be in any department of BSC.
Position Duties/Responsibilities
As a programmer and technical lead, the incumbent is responsible for most aspects of Information Technology (IT) analysis, requirements, programming, testing, implementation, coordination, and maintenance for detailed systems and program code documentation for one or more complete IT systems, applications, or equivalent. The incumbent applies approved Standard Service Process (SSP) procedures and established best practices to provide quality services and products. The incumbent ensures compliance with The Rehabilitation Act, Section 508 requiring all electronic and information technology be accessible to individuals with disabilities. The incumbent researches applicable regulations, standards and policies governing a wide variety of topics such as policy, system performance, and processing conditions. The incumbent designs, develops, and modifies program logic. The incumbent may also modify program specifications or similar documents such as extensive macro flowcharts showing complex program interrelationships, inputs, outputs, file sizes, file contents, and concepts. When appropriate, the incumbent integrates portions of the System Specifications (SS) or similar documents developed or modified by team members into the final design document. Programming includes being able to take information from a functional analysis document or equivalent and building it into an end product. When the functional analysis documents or equivalent are vague, the incumbent may work with the customer to successfully interpret their needs. The incumbent must be able to navigate and manage database records using a data manipulation tool such as Tools for Oracle Application Development (TOAD), Structured Query Language (SQL) Developer or equivalent. The incumbent must understand the operating system requirements for successful delivery of a packaged application ready for implementation. 50% Provides technical advice, assistance or direction to customers, sponsor, user representatives, Subject-Matter Experts (SMEs) and IT personnel regarding a wide variety of IT matters related to special projects, unique maintenance problems, and development of functional and/or technical documents or equivalent documentation. Conducts extensive analysis of IT design and modification proposals to determine the feasibility and practicality of the project or proposed automation from a technical standpoint. Such analysis often involves extensive coordination and consultation with personnel responsible for related systems, applications, and operations. Significant data-gathering and other fact finding efforts is necessary for the development and consideration of potential Page 2 of 6 approaches and defending proposed recommendations. The incumbent discusses potential problem areas, alternative methods of approach, and possible additions or deletions to design documents with the senior systems analyst, Project Manager, sponsor, user, or other team members. 25% Establishes and executes plans for the Quality Assurance (QA) of all programs in assigned systems, applications or equivalent. This involves developing appropriate program data situations/procedures to test the design and program fidelity, conducting tests, and when the programs and program interrelationships have been successfully tested, certifying the programs as ready for release. Incumbent may perform the following duties, including but not limited to: a. Support the Technical Point of Contact (TPOC), including obtaining contract clearance, monitoring contractors' performance, quality assuring contractor deliverables, and making recommendations concerning contract revisions and contractor payments. b. Write position papers and/or otherwise briefing others; c. Chair committees; d. Assist others on critical projects; and e. Serve on a Continuous Process Improvement project. When assisted by lower level software developers, the incumbent provides guidance and assistance regarding overall project, assignment issues and complicated technical matters such as those not covered by guidance or precedence. The incumbent assigns, integrates, coordinates and monitors work; provides information to the supervisor concerning performance and potential morale or other problems. 20% Performs other duties as assigned. 5%
