Position Description

This position is located in Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC). BSC’s mission is to deliver information technology and information management solutions with specific emphasis on logistics and financial related products and services for the Navy, Department of Defense, other Federal agencies and international customers. This position description is the standard GS-2210-11 IT Specialist (APPSW) to be used across all of BSC. Therefore, incumbent may be in any department of BSC.

Position Duties/Responsibilities

As a programmer, the incumbent is responsible for most aspects of Information Technology (IT) analysis, clarify requirements, programming, testing, implementation, coordination, maintenance and for detailed systems and program code documentation for one or more complete systems, applications, or equivalent. The incumbent applies approved Standard Service Process (SSP) procedures and established best practices to provide quality services and products. The incumbent ensures compliance with The Rehabilitation Act, Section 508 requiring all electronic and information technology be accessible to people with disabilities. The incumbent researches applicable regulations, standards and policies governing a variety of topics such as policy, system performance, processing conditions, etc. The incumbent designs, develops, modifies program logic. There are various computer languages to include but not limited to: SQL, COBOL, .NET, JAVA, Visual Basic, Microsoft Suite, HTML, C, C#, C++, SAP, JCL, Shell Scripting, SFTP or equivalent and relational database management system technologies such as DB2, Oracle, Data Warehouse or equivalent. The incumbent may modify program specifications or similar documents such as extensive macro flowcharts showing complex program interrelationships, inputs, outputs, file sizes, file contents, concepts, etc. Programming includes being able to take information from a functional analysis document or equivalent and building it into an end product. The incumbent must be able to navigate/manage database records using a data manipulation tool such as TOAD, SQL Developer or equivalent. The incumbent must also understand the operating system requirements for successful delivery of a packaged application ready for implementation. 65% Provides assistance to customers, sponsor, user representatives, Subject-Matter Experts (SMEs) and IT personnel regarding a wide variety of IT matters related to special projects, unique maintenance problems, development of technical documents or equivalent documentation. The incumbent discusses potential problem areas, alternative methods of approach, possible additions or deletions to design documents, etc. with the senior systems analyst/Project Manager/sponsor/user/team lead. Executes plans for the Quality Assurance (QA) of all programs in the assigned systems, applications or equivalent.
