Position Description

This position is located in the Fuels Management Branch, of Base Supply, within the Logistics Group at FLCSD - NAS Lemoore, CA The primary purpose of this position is to operate and maintain a fuel distribution system composed of fuels laboratory, bulk storage, and a mobile/hydrant refueling operation that provides aviation and ground fuels used in fueling of aircraft, motor vehicles, engine test cells, powered Ground Equipment, generators and heating systems, etc. 

Position Duties/Responsibilities

Incumbent operates and maintains a complete fuels distribution system(s) to receive, store, transfer and issue both aviation and ground fuels. Incumbent performs operator maintenance such as cleaning and changing strainers, draining water from lines or tanks, and lubricating valves and pumps. Also, incumbent receives and transfers fuel by coupling and uncoupling hoses, closes and opens valves, starts and stops pumps, and monitors gauges, meters and filter separators. Incumbent initiates emergency procedures as necessary and reports more extensive repairs/needs to the responsible activity Lead or Supervisor. 
Performs general maintenance and repair on 400 - 5,000 gallon cryogenic storage tanks. Maintains and repairs support equipment and cryogenic samplers to include the following: air purging units, vacuum gauges, vacuum pumps, portable efficiency meters, portable samplers and other support equipment that is required to maintain the cryogenic storage tank in a ready condition to receive, store and transfer Liquid Oxygen (LOX) or Liquid Nitrogen (LIN). Applies safety or precautionary procedures required in handling cryogenic fluids; and reports the need for repairs; and performs general maintenance work by servicing components such as compressors, safety valves, hand operated valves, hand operated valves, pressure disks, filter/strainer assemblies, gauges and various moving mechanical parts by disassembling, cleaning and reassembling component to ensure parts are cleaned and certified as suitable for oxygen/nitrogen servicing. Purges and maintains insulating vacuum on tanks as required by technical orders or product testing results. Maintains inspection and maintenance records and performs quality control of cryogenic products. Establishes and maintains a level of spare parts or system subparts that are required to keep the tankage operational. 

Incumbent operates one or more types of special purpose design aviation and ground 
Fuel-tank truck vehicles having a capacity of up to 10,000 gallons and gross vehicle weight in excess of 100,000 pounds, that are used for fueling/defueling various types of aircraft, and ground fuels applications such as Ground Equipment, power production, heating and engine test cells. Incumbent transports fuel from the bulk storage area to the flight line issue point and positions the vehicle for the refueling/defueling task as required. Incumbent monitors vehicle mounted main control panel, gauges, meters and instruments while operating vehicle "Deadman" control safety system switch, coordinates with personnel at the aircraft or receiving point and exercises safety precautions during fueling or defueling operations. Incumbent performs operator maintenance and safety checks to ensure that refueling equipment is safe and operational. 
Incumbent shall use general aircraft hand signals and lighted wands during hours of darkness to guide aircraft to proper parking spaces at the Air Terminal Transit Line. Performs dispatcher duties for manifesting passengers, and ensures all baggage/cargo are weighed and documented. Incumbent utilizes the X-ray Imaging System to scan baggage, and Personnel Hand-held Scanners to ensure no improper items loaded or carried on to a transport aircraft. Organized baggage/cargo on military cargo pallets, secures load utilizing transportation cargo netting, and transports pallets to aircraft by forklift or baggage cart if not using military pallet system. All fueling functions and transient activity will be logged into the Fuels Manager Defense System (FMDS) for accounting historical data. Incumbent operates Ground Support Equipment (GSE) necessary to support transient aircraft.
