This position is located at the Fleet Logistics Center, San Diego and Over-the-Horizon (OTH) sites supporting Navy Region Southwest, including but not limited to Naval Base (NB) Coronado, NB San Diego, Naval Air Facility El Centro, Naval Air Station (NAS) Fallon, Naval Air Weapons Station China Lake, Naval Weapons Station Seal Beach, NAS Lemoore, Naval Support Activity Monterey, or NB Ventura County. Incumbent performs packing and preservation of various loose and packaged equipment, parts, tools, printed materials, packing and certification of hazardous material (with the exception of Class 1) and other items in prefabricated containers (wood, cardboard, fiberboard, metal, etc.), mailing tubes, cushioned envelopes and other packing materials and devices to protect items from being crushed, soiled or otherwise damaged during shipment and storage. Work includes labeling and stenciling containers.
Position Duties/Responsibilities
Performs a wide variety of standardize and specialized preservation and packing work. Items typically require standardize and custom packing, such as complete bracketing, suspending, mounting, and slot hanging work within devices prefabricated for these purposes, adapts or modifies sheets of cardboard, cushioning and similar materials to protect and/or preserve items. In addition, may be required to apply oils, powders, desiccants, mists, drying agents, and other preservation materials to equipment and parts. Some work requires limited disassembly and assembly of equipment to access and apply preservatives, for example, the removal of spark or glow plugs to have access to engine cylinders. In some work situations, they use computers and computerized equipment to access regulatory requirements for packing hazardous items. They prepare and process all documentation, special handling labels, shipping codes, and required safety data. Preservation work at this level is performed independently. Responsible for container selection, protective devices, cushioning, methods and techniques are required in conjunction with size, type weight and security classification, fragility and/or hazardous materials requirements. Prepares and processes all documentation for special handling items such as classified and hazardous materials. The incumbent must ensure hazardous shipments comply with federal, state and local directives regarding packing, marking, labeling and certification prior to shipment. The incumbent is required to attend a hazardous material certification course in order to perform this function and must be recertified every 2 years thereafter. In addition, the incumbent may be required to assist other workers in the construction of specialized storage and shipping containers.
The incumbent must have the knowledge and skill to use standard tools such as hammers, screwdrivers, pliers, power saws, stapling, strapping materials and banding machines, tape dispensers, vacuum and heat sealing machines, and other tools and equipment to secure items in appropriate containers. The incumbent must be able to operate weight handling equipment such as hand lifts, pallet jacks, dollies, electric lifts and forklifts, tugs, trucks and warehouse platform lifts. Incumbent required to transport material to and from the warehouse, load and off load trucks to Page 2 of 3 facilitate the shipping process. This position requires knowledge of accepted packing industry and related practices and techniques, and possesses basic computer skills to interpret packing specifications and instructions.
