The purpose of the position is to perform analytical, planning, evaluative, and resource analysis for
the Command, its mission and its civilian personnel programs. Incumbent is responsible for creating
and maintaining internal controls which include, but is not limited to, developing and maintaining
personnel action tracking/correspondence files, financial verification documentation, and other
supporting documentation to satisfy a detailed NAVSUP Inspector General (IG) audit.

The incumbent serves as the primary person in submitting for review and processing all Requests for
Personnel Actions (RPAs) for personnel actions to include recruitments/Recruit Verification Forms,
Recruit Fill Checklists, reassignments, transfers, resignations, establishment of new positions,
promotions, etc. As a liaison, gathers and ensures proper completion and submission of all required
supporting documentation in accordance with the current NAVSUP Hiring Order. Inputs actions into
NAVSUP Human Resources Office (HRO) Action Tracker for review and creation of the
appropriate RPA and keeps management apprised of changes and updates regarding personnel
actions as appropriate.
Responsible for the development, maintenance, and distribution of the Command’s Actual Gains
and Losses Report upon receipt of bi-weekly WSS onboard to include researching employee report
data and other critical data elements on the Gains and Losses Spreadsheet.
Serves as primary or back-up POC for responsibilities related to the PA Coordinator Roles in ERP.
Responsbilities include check-in/check-out for military, civilian, and non-interfaced employees.
Review reports sent by NAVSUP HQ and complete check-ins/check-outs as required. Initiate ERP
heat tickets as needed to resolve issues.
Responsible for reviewing WSS Command Batch SF50s pulled from DCPDS to ensure WSS
Command Staffing Plan, WSS Organizational Charts, and FMT Tool accuracy. Ensure all critical
elements of the SF50 to include FLSA, Geographic location, BUS Code, etc are correct and in
accordance with PD of the position. When errors and discrepancies occur, incumbent is responsible
for taking appropriate action to resolve and correct error(s). Performs TWMS BIN updates and pulls
TWMS No BIN report to ensure BINS are assigned accurately in TWMS for all WSS employees.
Develops, creates, and prepares management and manpower reports. Reviews, evaluates, and
recommends the approval or disapproval of manpower changes to the AMD based on Director's
requests, and further analyzes and prepares compelling justifications or requests for Manpower
Change Requests (MCR) to NAVSUP HQ. Reviews and evaluates AMD documents for accuracy
based on submitted MCR's and considers such factors as minimum organizational staffing, staffing
patterns, and availability of funds. Prepares audit trail of all organizational and manpower-related
changes and actions. Provides advice, recommendations and information in the areas of NAVSUP
WSS specific manpower requirements to all levels of NAVSUP WSS management.

structure and affordability. Provides Recommendation(s) of Approval/Disapproval to Senior
Analyst with specific reason(s) and justification. Develops and creates special ad hoc reports and
responds to Command, NAVSUP and DON workforce management data calls as required.
Assists and perform duties as assigned to pull necessary data and information from WSS
Departments to ensure all NAVSUP Manpower Taskers and Data Calls are completed.
Performs other duties as assigned.
